With this angling permit you can fish in the sea areas controlled by Metsähallitus between Virolahti and Tornio using a fly or a lure. The permit area contains approximately 56 000 hectares of water areas at sea.
Purchasing a permit
Angling permit for sea areas, over 18 years of age
When purchasing an angling permit for an adult, the customer can choose between a validity period of 24 hours, 7 days or a calendar year. The prices for angling permits are as follows:

Angling permit for sea areas allows the entire family to fish with one permit. A family consists of children under 18 years of age and their parents or legal guardians as well as married and common-law couples.
Angling permit for sea areas, 15–17 years of age
An angling permit for a person aged 15–17 is valid for the entire calendar year and the price is 10 euros. The permit is personal, so only the permit holder is entitled to fish.
Angling permit for sea areas, under 15 years of age
An angling permit for a person under the age of 15 is valid for the entire calendar year and it is free of charge. The permit is personal, so only the permit holder is entitled to fish.

Metsähallitus' fishing permits may also be purchased by phone. The service is open on
weekdays from 9 AM to 4 PM.

As of 1 January 2020, mobile permits are no longer available. This is due to mobile network operator’s decision not to provide the current service anymore.

Water areas that are included in this angling permit
An angling permit for sea areas applies to approximately 56,000 hectares of water area in the sea between Virolahti and Tornio that are administered by Metsähallitus. You can find key sea areas included in the angling permit at excursionmap.fi.
The angling permit for sea areas does not grant the right to fish
- in private waters (e.g., waters owned by joint ownership associations)
- Metsähallitus' other angling destinations
- joint permit areas
- rental waters with full fishing rights or
- in specialty waters.
The fisher is responsible for finding out about the possible separate fishing restrictions and minimum catch size regulations in effect at the different fishing destinations.
Fishing is prohibited in the following waters of Storskär
- Places reserved for fyke nets
- Södra Viken 15.3. – 15.6.
- Storsanden 1.5. – 31.8.
- Skvättan 1.5. – 31.8.
In the waters of Norrskär fishing is prohibited in places reserved for fyke nets and the surroundings of Synnerstberget between 1.4. – 15.8.
Fishing gear and bait
The angling permit allows an angler to use the so-called Ismete fishing method, which is dead bait fishing from the ice with several rods.
An angling permit allows anglers to use lures and flies. When fishing for whitefish, grubs and worms may also be used.
One angling permit allows the use of up to eight (8) rods or lines at a time.
The angling permit for Southern Finland grants the right a fisherman to keep a boat on a waterfront zone which is inside the permit area and Metsähallitus’ Forestry Ltd’s multible-use forest. The boat must have its owner’s name, and the owner is responsible to keep the berth clean.
Fishing in a national park
The fisher must check the special regulations of national parks such as protected areas, restricted areas, landing restrictions and other restrictions. Information on the regulations of national parks is available on the website nationalparks.fi.
Catch quotas and catch reports
A person is not allowed to catch more than two (2) salmons within 24 hours, regardless of the permit validity. The 24-hour catch quota cannot be increased by purchasing several permits for the same 24-hour period.
There is no fishing quota limit for other fish species.

The local ELY Centre may decide to lower or raise the minimum catch size for their area, so always remember to check the minimum catch sizes prior to fishing.
