Paying the fisheries management fee grants the right to fish with one rod in all of the water areas that were previously included in the now obsolete provincial fee system. Fishing in state-owned running waters and special fishing destinations requires the Metsähallitus angling permit. Trap fishing, fishing with more than one rod or crayfishing in state-owned waters also requires a separate permit issued by Metsähallitus.
The purchase of a permit is always an investment in nature, as Metsähallitus uses the proceeds from the permits for the management of fisheries and securing the future of fishing in Finland.
General fishing rights are rights comparable to everyman's fishing rights, but unlike everyman's rights, the general fishing rights may or may not be subject to a fee. Hook and line fishing, ice fishing and fishing with a simple herring rig are free general fishing rights that do not require a permit or the payment of a fee. The right to recreational fishing within the Finnish economic region and in the Finnish public water areas in the Baltic Sea is a general fishing right that requires the payment of the national fisheries management fee if the angler is 18–64 years old.
Metsähallitus is responsible for collecting the fisheries management fee. The proceeds from these fees are governed by the Finnish Ministry of Agriculture and Forestry in accordance with Finnish law.

Fisheries management fees for 2019 will be made available for purchase tomorrow, 1 November. Each person purchasing an annual permit (good for one calendar year) will also receive Suomu magazine. The fisheries management fee is mandatory for all persons 18-64 years of age who are fishing by means other than ice fishing, hook and line fishing or fishing with a simple herring rig. Proceeds from the fisheries management fee are used to manage and maintain Finland's fishing waters and fish stocks.
